What is NOT a research infrastructure?

There could be two extremes: on the one hand, one whole big institution, e.g. university or even a faculty cannot be regarded as an infrastructure; rather it is part of a laboratory or, depending on the organizational structure, other entity. On the other hand, an instrument within a laboratory is not an infrastructure either. As the Work Programme says, a research infrastructure is “major scientific equipment or set of instruments”.
