Is every participant who takes a part in the project – even if he/she is only part of an advisory board which meets e.g. twice a year – a contractor?

No. Not all partners of the consortium have to be contractors to the EC. It is advised to use some kind of "association mechanism" and contract only core partners that are vital for the project. Such mechanisms could include e.g. bilateral contracts, written confirmations of participation, etc. | |
