Will a bilateral contract partner who is not a contractor be mentioned in the "list of participants" or some other place in the proposal?

No. Such a bilateral partner should NOT be listed as participant/contractor. The recommendation is to give a brief description in the Management section (e.g. board of associated organizations) with an explanation why this organisation is not included as a contractor (e.g. for reasons of slim management). | |
